Berliner Tor Center, Hamburg 1998

The design brief proposes renovating and protecting the high-rise building of the former police headquarters by means of a glass shell, while allowing it to remain the focal point of the ensemble. The residential-, trade-, and service buildings, to be realised in several phases, can only remain subordinate to the high-rise building in their stipulated utilisation if there is a dense ground plan solution that is cost effective and for all areas.
